摘要:

Increasingly stringent government regulations are sets to forbid the emission of ships. Fuel switch and scrubber installation are two of the most prevalent strategies for ships to reduce emissions. Fuel switch brings a higher shipping cost by burning low sulfur fuel oil, while scrubber installation results in a high capital cost by setting up desulfurization facilities and continuing to burning high sulfur fuel oil. This paper theocratically investigates the strategy choice of a ship who providing container shipping service along an inland river with non-identical streamflow velocity. Different from the deep-sea shipping service, the sailing speed is the sum of engine speed and the streamflow velocity. Engine speed determines the fuel consumption and sailing speed determines the round-trip time of a ship. By assuming an endogenous decision of engine speed, we found that the streamflow velocity increases the engine speeds and thus costs of a ship under both strategies. Also, the streamflow velocity increases the incentive of a ship to install a scrubber. Furthermore, the emissions under both strategies are also studied and the emission reductions would be distorted by endogenous engine speeds. Numerical experiments based on the Yangtze River are conducted to illustrate the theocratical conclusions.

谭志加,大连海事大学航运经济与管理学院教授、博士生导师,主要研究方向:内河航运系统建模与优化、交通基础设施投融资理论、交通运输网络优化与分析;发表学术论文近30篇,其中大部分发表于交通运输领域国际顶级及权威期刊上,包括《Transportation Science》、《Transportation Research Part BCED》、《Maritime Policy & Management》、《Journal of Transportation Engineering》等;主持国家自然科学基金3项,负责国家社科重大项目、国家自然科学基金项目子课题3项;担任《Transportation Research Part E》期刊编委、世界交通会议(WTC)水运学部水运物流管理技术委员会主席、中国系统工程学会港航分会理事,管理科学与工程学会交通运输管理研究会理事、中国双法学会运输与物流学会理事,先后入选湖北省楚天学者计划、辽宁省“兴辽计划”青年拔尖人才、中组部第四批“万人计划”青年拔尖人才。
